Brussels opens two infringement cases against Portugal over environment rules

The European Commission has launched two infringement procedures against Portugal for failing to notify full transposition of EU environmental legislation. One concerns the recast Hydrogen and Decarbonised Gas Directive, which promotes renewable and low-carbon gases while safeguarding supply security and affordable energy prices; the deadline for notification was 5 August 2026. The other relates to the Industrial Emissions and Livestock Directive, which tightens emission-reduction rules and creates a right to compensation for health damage from illegal pollution, with a notification deadline of 1 July 2026. Portugal has two months to respond before the Commission can issue a reasoned opinion.
