Coimbra to launch concession scheme regulating shared scooters

Coimbra's mayor Ana Abrunhosa said the city council is preparing a concession process and accompanying regulation for shared scooter operators, arguing the city currently lacks proper conditions for the service. She said firms operating for free will start paying fees, to be reinvested in parking infrastructure. The move follows an online petition demanding an end to dockless scooters and bikes over pavements being blocked by abandoned vehicles. Opposition councillor Ana Bastos argued the service should not be eliminated but better regulated, calling for stricter rules, penalties and an expanded parking zoning system created in March 2024.
