Economy directorate wants retreaded tyres exempt again from Portugal's tyre recycling fee

Portugal's Directorate-General for the Economy intends to push for the return of a full exemption, or a 100% rebate, on the Ecovalor recycling fee for retreaded tyres, which since 2026 have paid 90% of the new-tyre rate. It argues the charge discourages reuse and has no clear environmental or financial benefit. The issue is expected to come up in a revision of the 2024 ordinance, possibly before year-end. Valorpneu, the tyre-waste scheme, expects to collect 95,000 tonnes in 2026, about 6% more than in 2025, as replacement-tyre sales rose 14%. Recycling capacity at the two national plants could reach 80,000 tonnes in 2027.
