Valorpneu

Valorpneu is a non-profit company, licensed by the Portuguese State, that manages the collection and treatment of used tyres. It has run the national SGPU system since 2003.
Valorpneu - Sociedade de Gestão de Pneus, Lda. is a non-profit limited company founded on 27 February 2002. It is based in Lisbon and was set up by tyre producers together with the retreading and rubber industries, after Decree-Law 111/2001 first set rules for used tyres in Portugal.
It received its first licence on 7 October 2002 as the managing entity of the Integrated Used Tyre Management System (SGPU). The system started operating on 1 February 2003. A new licence followed in June 2024, with updated requirements for the SIGPU platform.
The model rests on producer responsibility. Anyone who places tyres on the Portuguese market, whether by making, importing or buying them in the EU, signs a contract with Valorpneu and pays a fee called Ecovalor. In 2021 that fee brought in about €11 million. Part of the money funds research and development (€182,709 in 2021) and awareness and communication work.
The operating network has three parts. Collection centres receive used tyres. The transport network has 21 carriers: 19 on the mainland, one in the Azores and one in Madeira. Recovery operators then process the tyres. In 2025 Valorpneu added Metais Jaime Dias, S.A., based in Trofa, as a new shredding operator for industrial tyres in the Centre and North.
Valorpneu also promotes retreading, which uses about 2.5 times less energy than making a new tyre. Its website offers an emissions simulator and publishes how many tyres have been treated, the CO2 emissions avoided and the energy saved. It runs a quality and environment management system and holds a public strategic policy.
Our Goal
To organise and run Portugal's Integrated Used Tyre Management System (SGPU), so that used tyres are collected and sent to reuse, retreading, recycling or energy recovery.
