Some Portuguese venues can legally refuse Volta deposit refunds

Portugal's Volta deposit-return system charges 10 cents on certain drink containers, but not every seller must accept returns and refund the amount. Canteens, cafeterias and bars run by companies, schools, public bodies or non-profits, when serving only staff, students or members, are exempt if payment is made before consumption. Consumers who cannot return containers there can still recover the deposit at any Volta point or kiosk accepting that packaging, choosing cash, vouchers, loyalty points or a donation to charities such as the Liga dos Bombeiros Portugueses, with a receipt available for tax purposes.
