Outside the cities, the bus is the whole transport policy. Regional energy agencies like AdEPorto in Porto and AREAM in Madeira work on the mobility side of the energy transition.
Lisbon and Porto have metros, trams and commuter rail; most of the rest of the country has a bus that runs twice a day and a railway line that was closed in the nineties. Rural depopulation and poor transport feed each other, which makes this a question about where people can afford to live, not only about emissions.
AdEPorto coordinates energy and mobility projects for the Porto metropolitan area, including work on energy poverty. AREAM does the equivalent for Madeira, where distances are short and the terrain does the rest.
