AREAM is the regional energy and environment agency of Madeira, a non-profit association of public utility dedicated to promoting sustainable energy policy and environmental initiatives in the archipelago. It coordinates studies, plans and projects related to energy efficiency, renewables and environmental protection.
AREAM – Agência Regional da Energia e Ambiente da Região Autónoma da Madeira is a private, non-profit association of public utility based in Funchal, at the Madeira Tecnopolo building. It was established to support the Autonomous Region of Madeira in developing and implementing policies related to energy and the environment, with a strong focus on sustainability.
The agency plays a central role in shaping and executing Madeira's sustainable energy strategy, including the region's Sustainable Energy and Climate Action Plan (PAESC-RAM), which outlines measures to reduce carbon emissions, promote renewable energy sources and improve energy efficiency across sectors such as buildings, transport and public services. AREAM works closely with regional government bodies, municipalities, universities and private companies, and participates in national and European cooperation networks, including partnerships within energy agency networks and EU-funded climate and energy projects such as YENESIS and Civitas Destinations.
As a technical and scientific reference body for the region, AREAM conducts studies, provides consultancy, and supports the design of environmental and energy policy for Madeira. Its activities span renewable energy deployment (particularly relevant given Madeira's volcanic and insular geography, which offers unique opportunities for geothermal, wind, solar and hydro potential), energy efficiency programmes, sustainable mobility initiatives (such as the Pick Up and Ride school transport app), and initiatives to build regional resilience against energy dependency and climate change.
Through its statutes, AREAM operates under a governance structure that includes a General Assembly, Board of Directors and Fiscal Council, with members drawn from regional authorities and other institutional partners. The agency's ongoing work supports Madeira's broader ambitions for decarbonisation and sustainable regional development, positioning it as a key actor in the island's environmental and energy transition.
