The Almargem association, which defends cultural and environmental heritage in the Algarve, has lodged a negative opinion on the planned Foupana dam, calling it an environmental outrage and a possible financial disaster. It says the €90 million investment risks becoming a "white elephant" with no water. Almargem argues the stream still holds mostly native fish, and warns that a reservoir threatens the Saramugo, migratory species and freshwater mussels. It also cites risks to the Iberian lynx, 500 hectares of submerged land and worsening beach erosion. It proposes fixing pipe leaks, storing water underground and reusing treated wastewater. Public consultation runs until 16 October.
