José Apolinário, head of the Algarve regional development commission (CCDR), told a parliamentary environment and energy committee hearing that the region's water security rests on three priorities. First, continued investment in projects such as the desalination plant, the Pomarão water intake and the Alportel and Foupana dams. Second, permanent coordination among central government, municipalities, water utilities and sectors such as farming and tourism. Third, stable funding under Portugal 2030 and the EU's 2028-2034 budget, including a dedicated regional chapter so resources match local needs.
