Soap, oil and honey are things this country already produces well, so the personal care shelf is one of the easier ones to fill locally. The harder part is the vocabulary: natural, botanical and clean mean nothing legally, while the ingredient list means everything.
Hippocampus makes handmade soap in Tavira. Beesweet produces hive products in the north and Quinta Vale do Tourão works from an organic farm near Figueira de Castelo Rodrigo. Bialógica, Green2You and Mind the Trash sell refills, and Green Embassy works the botanical side from Lisbon.
