Portugal's new TVDE ride-hailing law takes effect on 1 September

Portugal has published Law 59/2026, revising the 2018 rules on electronic ride-hailing platforms (TVDE), effective 1 September. The main change allows taxis to register for TVDE activity if they meet requirements and join a licensed platform operator, a move opposed by transport regulators AMT and IMT during parliamentary hearings. Other changes include a mandatory tamper-proof vehicle sticker, a ban on loan or usufruct contracts for vehicle allocation, optional video recording with consent, a 50-hour driver training course with an exam, and a new data-sharing platform to fight irregular activity. Taxi associations ANTRAL and FPT plan to challenge the law's constitutionality.
