Zero flags gaps in Portugal's draft 2030 environmental education strategy

Environmental group Zero has issued an opinion on Portugal's draft National Environmental Education Strategy 2030, whose public consultation closed on 16 June. While welcoming improvements over the 2020 strategy, such as broader international alignment and new target audiences like digital influencers and immigrant communities, Zero warns of structural and operational shortcomings. It criticises the lack of a genuinely participatory drafting process, the absence of implementation indicators, targets, timelines and monitoring mechanisms, and vague financial commitments. The association urges the Ministry of Environment and Energy and the Portuguese Environment Agency to incorporate consultation feedback and set measurable, funded commitments before finalising the strategy.
