ZERO flags weak enforcement tools in 2030 environmental education plan

Environmental group ZERO submitted a formal opinion during the public consultation on Portugal's National Environmental Education Strategy 2030, which ended on Monday. It welcomes a more ambitious vision compared to the previous version, including principles like intergenerational responsibility, a One Health approach, and wider target audiences such as migrants, tourists and digital influencers. However, ZERO warns the strategy lacks concrete implementation tools: no execution indicators, quantified targets, timelines, monitoring mechanisms or financial commitments. It also criticises the absence of a broader co-creation process and gaps regarding young people, eco-anxiety and citizen science. ZERO urges the ministry and environment agency to address these shortcomings in the final version.
