ZERO urges sovereign fund to back green industrial strategy
Environmental group ZERO welcomed the government's decision to draft the Green Industrial Strategy required by the Climate Framework Law, calling it a chance to align renewable energy and raw materials with decarbonisation and job creation. ZERO warned Portugal risks exporting raw materials like copper concentrate and spodumene while losing the value added by processing them elsewhere. It proposed creating a sovereign fund, similar to those in Finland, Sweden and other EU countries, to back strategic investments, and said the strategy must undergo strategic environmental assessment and include a just transition pillar for affected workers and communities.
