IPR — Instituto de Planeamento Regenerativo is a Southern Portugal-based technical organisation that designs and implements regenerative territorial plans, combining advanced GIS diagnostics, natural engineering and ecological design. It works primarily with municipalities and public entities to build climate action plans addressing drought, wildfire, flooding, soil erosion and rural abandonment.
IPR — Instituto de Planeamento Regenerativo is a technical organisation based in Santa Clara-a-Nova, Southern Portugal, dedicated to regenerative territorial planning, biosphere restoration and technical capacity-building for ecological and social regeneration. It works with municipalities, intermunicipal communities and public entities to build resilient, productive landscapes, claiming over 20 years of accumulated expertise, 325 projects and 350,000 hectares covered.
IPR's methodology combines two complementary service dimensions. The first addresses physical landscape and infrastructure through tools such as ARTI, a next-generation GIS mapping system that automates the processing of LiDAR, satellite and cadastral data to cross-reference water, soils, climate risks and ecological potential; PIRT, a georeferenced, phased territorial masterplan translating diagnostics into concrete actions like water retention systems, soil management, wildfire prevention and ecological corridors; and SMIG, a territorial intelligence system with automated data updates, post-event diagnostics, temporal monitoring, scenario simulation and roughly 15 pre-configured QGIS models requiring no programming.
The second dimension covers socioeconomic territorial diagnostics, settlement reorganisation, and territorial activation strategies phased across 5, 10 and 20-year horizons, alongside flood and erosion prevention plans using Keyline dams, check dams, infiltration basins and riparian corridor restoration.
Rather than functioning as a conventional consultancy, IPR positions itself as a systemic, locally rooted technical partner that leaves installed capacity in the territory rather than isolated reports. It forms part of a wider regenerative ecosystem in Portugal, connected to related ventures such as Terracrua Design, reflecting a shared conviction that climate resilience, agricultural regeneration and territorial planning are deeply interlinked and require coordinated action from individual farms to entire municipalities.
