AREAL – Agência Regional de Energia e Ambiente do Algarve
AREAL is a regional energy and environment agency that has supported Algarve municipalities and businesses since 2000, running projects on renewable energy, energy efficiency, certification and electric mobility. It coordinates cross-border programmes such as ENECORE and CEL RURAL alongside national decarbonisation initiatives.
AREAL, the Regional Energy and Environment Agency of the Algarve, was founded in 2000 to support the region's municipalities and public bodies on energy and environmental matters. Based at the Mercado Municipal de Loulé, the agency marked 20 years of activity and continues to work across the Algarve's 16 councils.
Its core services cover renewable energy studies, energy audits, energy certification of buildings, and municipal energy and climate planning under the Covenant of Mayors. AREAL carried out one visible project by installing a photovoltaic system at the Loulé municipal market, as part of the town's climate adaptation strategy. It also audits public water treatment infrastructure under Portugal's SGCIE energy management system and supports street lighting efficiency projects.
Beyond individual buildings, AREAL is involved in mobility planning, advising Algarve councils on electric vehicle strategy and public transport integration. It runs training and awareness campaigns on energy and environmental practices, and takes part in EU-funded cross-border programmes: ENECORE, aimed at tackling energy poverty in rural border areas through peer-to-peer local energy markets, and CEL RURAL, which promotes local renewable energy communities and won an award from the Spanish energy agencies' association Eneragen for its education and awareness work.
AREAL is also a partner in the DESCARBONIZAR + Algarve programme, working alongside NERA and the Algarve Tourism Region to help local businesses improve their environmental and energy performance, co-financed under Portugal 2030. Leopoldino Gomez has served as the agency's director-general.
Our Goal
AREAL works to expand renewable energy use across the Algarve, raise energy efficiency in buildings and public infrastructure, and support municipalities in reducing carbon emissions through regional energy and climate planning.
Our Wishes
The agency invites municipalities, businesses and citizens to take part in its capacity-building sessions, cooperation networks and decarbonisation programmes across the region.
