Comunidade CER

Comunidade CER is an online platform dedicated to accelerating Portugal's transition to renewable energy through Renewable Energy Communities (Comunidades de Energia Renovável, or CER), as regulated by Decree-Law 162/2019. The platform brings together individual consumers, businesses, institutions and municipalities who wish to produce, share and consume renewable energy locally, without necessarily needing to own the generation infrastructure themselves. Consumers can register their interest in joining an existing CER, or, if they have available rooftop or land space, propose the creation of a new community. Comunidade CER partners with energy companies capable of financing and managing installations larger than 500 m², removing the need for members to provide upfront capital while still handling maintenance, insurance and billing processes. The main benefits promoted by the platform include an average 30% reduction in electricity bills, significant CO2 emission reductions, and greater energy autonomy for households and companies amid volatile energy prices. Beyond individual savings, the initiative aims to foster social and territorial cohesion, stimulate local economic development, and combat energy poverty by making clean energy production a shared, community-based endeavor. By simplifying enrollment—requiring no changes to existing energy supply contracts and, in many cases, no upfront investment—Comunidade CER positions itself as a practical bridge between everyday energy consumers and the renewable energy sector, helping Portugal meet its climate and sustainability targets while empowering citizens to take an active role in the energy transition.
