13 October 2026

Good morning. Today brings wolves and wildfire-fighting herds in the north, new native woodland in Seia, and plenty of autumn flavour on the table across the country.

Nature and the land

Montalegre launches GPS collar trial to bring grazing herds into wildfire prevention

A Portugal-Spain cooperation project called GEXPOCTEP will trial about 100 GPS collars linked to virtual fencing, letting farmers monitor and manage livestock remotely on extensive mountain grazing land. Presented in Montalegre on 8 October to over 70 participants, it aims to cut wildfire risk by using grazing to manage vegetation, to boost native breeds such as Cachena, Barrosã, Garrano and Galega, and to keep people in rural uplands. Drones and monitoring sensors are also planned. Backed by Interreg Spain-Portugal, it runs to the end of 2028 with over €2.26 million and ten partners.

Paredes de Coura hosts session on living alongside wolves on 20 October

Paredes de Coura will hold an in-person session titled "Joint actions in wolf territories" on 20 October, from 5pm to 7.30pm at the Casa do Conhecimento. It aims to prompt reflection on concrete steps to foster coexistence between people and wolves, building on information gathered in earlier sessions. It forms part of the Local Agents Platform of Paredes de Coura (PAL – Coura), features a range of speakers and topics, and is moderated by Universidade Nova de Lisboa.

Seia plants 32 native trees, one for each CineEco festival edition

A reforestation project at Quinta da Nogueira in Seia has begun with the planting of 32 native trees (hawthorn, strawberry tree, birch and rowan), one for each edition of the CineEco environmental film festival. The aim is a CineEco Woodland that could, in a few years, host a natural auditorium shaped by the landscape itself, with open-air screenings. The planting took place on Sunday 11 October on land being converted into a public leisure area, and is meant to offset the impact of festival guests. It starts a cycle the festival will repeat in future editions. This year's 32nd edition has 103 films from 34 countries in its selection.

Viseu to host first Mondego River congress on 24 October

Viseu will host the first Mondego Congress on 24 October, starting at 9.30am at the IPDJ Auditorium in Fontelo. The event is meant to discuss the main environmental and management challenges facing the river's basin. It brings together local mayors, researchers, specialists and environmental associations. The organiser is MUNDA, the Movement for the Defence of the Mondego River, with several municipal councils acting as co-organisers.

Faro sets up expert panel to shape new riverside park on protected orchard land

Faro Council is pressing ahead with Alameda 21, a large urban park planned on an orchard at Quinta da Penha beside the Ribeira das Lavadeiras stream. Concept images show a BMX circuit, sports pitches and courts, padel, calisthenics equipment, paths, picnic areas and a café among extensive tree cover. Because the land lies within both the National Agricultural Reserve and the National Ecological Reserve, the council has created an advisory commission, which first met on 8 and 9 October, including engineers, architects, the University of the Algarve and environmental agencies. It will set guiding principles before detailed design begins. No timetable or budget has been announced.

Portuguese and Spanish farm groups to hold extensive livestock congress in Salamanca in December

The fifth Portuguese-Spanish Congress on Extensive Livestock Farming and Rural Development takes place in Salamanca on 3 and 4 December. Held every two years, alternating between the two countries, it is co-organised by ACOS, the Alentejo animal health groups' union, Cooperativas Agro-Alimentarias de España and the Andalusian federation FADSG. Under the theme of animal and plant health, it has four panels covering animal health, plant health, marketing and the 2028-2034 Common Agricultural Policy. Organisers also want to document the environmental, territorial, economic and social benefits of extensive livestock farming, and expect more than 400 professionals, including producers, researchers and government representatives.

Greener ideas and business

INOKEM launches ultra-concentrated BEE cleaning range in 27 Auchan hypermarkets

Portuguese biotech firm INOKEM has developed BEE, an Auchan-exclusive range of ultra-concentrated, biodegradable cleaners now sold in 27 of the retailer's hypermarkets. Shoppers buy a 500 ml concentrate and dilute it with water in a reusable spray bottle they already own, which the company says cuts plastic waste and brings the ready-to-use cost down to about €0.30 a litre. The four products cover multipurpose cleaning, kitchen degreasing, glass and mould removal. The launch follows a €2.5 million investment from the Impact Innovation Fund to support expansion in Iberia, and INOKEM already supplies Lidl with a similar range.

CTT takes first place in international postal sustainability assessment

Portugal's national postal operator, CTT, has been ranked first in an international assessment of sustainability among postal services. The result places the company ahead of its counterparts in other countries on this measure.

Torel hotel group builds Portuguese luxury around wellbeing and personal service

The Torel group, which began with a single palace in Lisbon, now runs nine boutique properties across Lisbon, Porto, the Douro, Guimarães and the Azores. Each is built around a local story and a promise that guests leave feeling restored. Offerings include sunrise Pilates, a cacao-based steam ritual drawing on São Tomé, and a 16-room Porto retreat with 300 original artworks. Executive Ingrid Koeck says luxury now means human attention rather than technology. The group is developing a dedicated wellbeing concept, and its partners have launched a separate brand, Coterie Collection, starting with Lenscape Coterie in Porto.

Free online workshops to help Algarve nature and nautical tourism firms go international

A cycle of three online workshops for Algarve companies in nature and nautical tourism begins on 27 October, run under the Internacionalizar + Algarve 3.0 project. The first session, from 14:30 to 16:00, treats sustainability as a competitive edge in demanding foreign markets and features Miguel Sanches, executive director of Biosphere Portugal. Each session lasts about an hour and a half and is practical in format, with concrete examples and usable tools. Two more meetings follow in November with other experts. Participation is free but registration is required. The project is co-funded by the EU through the Algarve 2030 regional programme.

ADENE to hold Portugal's first Certified Energy Manager course, with international exam

ADENE, the national energy agency, will run the official Certified Energy Manager course in Portugal for the first time, together with the Association of Energy Engineers' Portuguese chapter. Sessions take place in hybrid format at the ADENE Academy in Lisbon on 26-28 October and 10-11 November, with the certification exam on 25 November. Topics range from energy audits and building automation to decarbonisation, emissions accounting, renewables and performance contracts. The programme dates from 1981 and has trained over 40,000 professionals in more than 100 countries. The launch comes as EU rules tighten: firms using over 85 terajoules a year need a certified energy management system by October 2027.

Infrastructure, funding and policy

Ten Algarve councils seek €28 million for waste management, with EU backing

Ten Algarve municipalities have applied under the regional Algarve 2030 programme to invest over €28 million in urban waste management, with about €17 million expected from EU funds. Alongside this, regional waste operator ALGAR is investing in sorting and treatment infrastructure, including composting and anaerobic digestion. More than €4 million has already been spent across projects in seven municipalities. The aim is more recycling, separate collection of bio-waste and less landfill. The regional development commission, CCDR Algarve, says the challenge now is to turn the funding into completed projects.

EU funds of €4.7m set aside to study and monitor Portugal's coastline

The Environment and Energy Ministry has announced €4.7 million in European funding, through the Sustentável 2030 programme, to prepare priority coastal protection works across mainland Portugal. The money will pay for studies, plans and projects, plus monitoring of how beaches, dunes, nearshore seabeds and cliffs are changing, and for identifying coastal and estuarine risks. Actions must fit the Litoral XXI Action Plan or its successor, so that works can follow in the medium term. The Cohesion Fund can cover up to 85% of costs, and applications to the Portuguese Environment Agency (APA) are expected between October 2026 and January 2027.

Portugal's water sector shifts focus from building networks to renewing ageing ones

Portugal's water operators and its regulator agree the priority has moved from building infrastructure to renewing and modernising what exists. Pipes are being replaced at only 0.5% a year in local networks and 0.2% in bulk systems, while about 190 million cubic metres a year are still lost. Climate change adds longer droughts and sudden heavy rain. The industry body APRH, regulator ERSAR, INDAQUA, EPAL and two local utilities call for better asset records, digital monitoring and sustained investment. National plans put needs above €10 billion.

Porto de Mós approves €10 million sewage and water network works tender

Porto de Mós council has unanimously approved a public tender for works worth around €10 million. They cover new sewage networks in Chão Pardo, Casais Garridos and Andaínho, along with upgrades to the water supply networks there, plus sewerage in the Pedreiras area, including Rua da Fonte and Rua do Casal da Luísa. Road paving will go to a separate tender. Mayor Jorge Vala says the works are essential for the municipality's sustainability and for meeting its environmental obligations. The council wants construction to begin in the first months of next year, though the Chão Pardo works must go to an international tender advertised in the EU's Official Journal, which will add delay.

Porto's waste company ties street cleaning to its 2030 carbon-neutrality goal

The head of Porto Ambiente, the city's municipal waste company, says street cleaning should be seen as a measure of urban sustainability rather than a back-office task. She says the company is moving beyond collection towards changing behaviour and bringing the circular economy into daily life. Porto Ambiente provides technical coordination for the city's route to carbon neutrality by 2030, working through the Porto Climate Contract with the municipality, municipal companies and partner bodies. Porto has already cut its emissions by 45% compared with 2004. Progress is to be tracked through separate collection, bio-waste recovery and the return of materials to the economy.

Alentejo waste firm tenders €629,000 solar plant with recycled-steel and storm-proofing requirements

AMBILITAL, the inter-municipal company that manages urban waste for seven municipalities in the Alentejo, has launched a public tender for a €629,000 solar power plant at its Ermidas-Sado site in Santiago do Cacém. The work has a three-year timeframe. At least 10% of the steel in the permanent structures must be recycled, and bidders can offer more. Mounting structures must withstand storms, strong winds and corrosive conditions, taking account of dust and birds linked to waste processing. Panels must be rated 595-605 W, exceed 23.4% efficiency and keep 87.4% of output after 30 years.

Car trade body calls 2027 budget a letdown, wants scrappage scheme and tax overhaul

Anecra, the association of Portugal's car trade and repair businesses, says the 2027 State Budget does too little for the sector. Its secretary-general, Roberto Gaspar, wants a serious scrappage and fleet-renewal programme, noting that over 1.8 million cars on the road are more than 20 years old. He called the last electric-vehicle incentive too small, covering about a thousand cars, and badly designed because it required scrapping a car over ten years old. He also seeks a structural reform of vehicle taxation, pointing to inconsistencies such as higher-capacity hybrids being taxed more than more polluting combustion cars, plus an update of the tax limits that apply to company cars.

Ourique takes over resurfaced stretch of EN264 in Santana da Serra

Ourique council and Infraestruturas de Portugal have agreed a deal that has allowed the resurfacing of a stretch of National Road 264 in Santana da Serra, between kilometres 0 and 1.398. The work is now complete. Mayor Marcelo Guerreiro says the agreement was no accident, and that the road, once paved, passes to municipal management. The link between this stretch and Almodôvar was repaired by the council ten years ago, but this section of the EN264 had been left untouched. Pleased with the model, the council now hopes for a similar arrangement covering the IC1, the Funcheira road and the road to the Monte da Rocha dam.

Coimbra region's FOOD CORRIDORS project reaches European Funds Awards final

FOOD CORRIDORS, a project led by the Coimbra Metropolitan Region, is among the finalists of the 2026 European Funds Awards, now in its second edition. It competes in the "Portugal + European Territorial Cooperation" category. The entry is in a public voting phase running throughout October. The project was carried out between September 2019 and March 2022 under the URBACT III programme.

Funchal gallery to teach toy conservation and restoration in October workshop

Funchal City Council's IMPULSO Gallery will host a hands-on workshop on 16 October led by artist Paola Rivas. Participants bring a personal toy and learn to identify its materials, understand how it wears and degrades over time, and apply basic conservation and restoration techniques. The session ties into the exhibition "Musas de Plástico", on show until 8 January 2027, and encourages reflection on consumption, reuse of materials and sustainability. Rivas, an illustrator and animator who also restores and customises dolls, will draw on that experience. The workshop belongs to the gallery's 2026–2027 "Histórias" programme, curated by Francisco Branco.

Two Braga Rotary clubs launch a senior university to fight loneliness

Rotary Club Braga Norte and Rotary Club de Braga have joined forces to set up a senior university in Braga, aimed at promoting active ageing and tackling loneliness among older people. They are working with the SYNERGIA cooperative and the parish union of São Lázaro and São João do Souto. Classes will run on weekday afternoons, Monday to Thursday, at SYNERGIA's premises near the Church of Santo Adrião. Enrolment is open from 12 to 26 October, with teaching due to start on 9 November. The clubs say it will not overlap with existing provision and will encourage contact between generations.
